C’est le Carnaval. Accoudés au comptoir, l’éternel Mitica et sa bande de fonctionnaires tire-au-flanc sont sérieusement éméchés. Au milieu du bistro se déroule une discussion politique enflammée. Et dans cette cacophonie générale, les partenaires amoureux s’échangent…
